Evaluation
Healthcare programs can’t improve what they don’t measure. We provide consultation and evaluation services that give decision-makers a clear picture of what’s working and where gaps remain. Our work covers evaluation design, measurement development, qualitative and quantitative data collection and analysis, and reports built around the questions that matter most to your program.
Anti-Racism and Equity Data
Identity-based data is collected inconsistently across the province leaving equity gaps invisible in decision-making. We support provincial and regional service delivery organizations in embedding anti-racism and equity directly into how decisions get made. Our team can help you develop standardized data processes, clear governance structures, and practical guidance on safe, respectful data use.
Patient-Centred Measurement
What matters to patients rarely drives how care is measured. We build provincial capacity for the routine collection, analysis, reporting, and use of patient-centred measurement tools. Our work supports the advancement of Manitoba’s Patient-Reported Measurement strategy so that patient experience informs care at every level of the system.
Leadership in Patient Engagement
Patients belong in the room where decisions are made, not consulted after the fact. We help the health system embed patient and public engagement directly into decision-making through advisory group design, governance development, and system-wide strategies that strengthen both healthcare delivery and patient-oriented research.
Indigenous Healthcare Quality
Indigenous peoples in Manitoba experience real gaps in healthcare quality. Working alongside Ongomiizwin, we develop, implement, and evaluate approaches to close those gaps. We work to support Indigenous-led research design and evaluation, training and mentorship for Indigenous scholars and community partners, and research ethics, governance, and data soverignty.
Clinical Project Management
Provincial clinical priorities stall when planning is fragmented and accountability is unclear. We support provincial clinical planning within the Shared Health Quality, Performance and Strategy portfolio. Our project managers, analysts, and process improvement specialists apply a standardized, collaborative approach so priority clinical projects move forward with intention.

Following several discussions with national learning health system experts, in October 2025 we pulled together Manitoba’s key stakeholders to align our collective priorities. We are currently developing an action plan to address knowledge and infrastructure gaps to promote the learning health system model in Manitoba.
We have over a decade of experience evaluating provincial and regional healthcare workforce initiatives. For example, we recently worked with provincial nursing leadership to evaluate the Undergraduate Nurse Employee (UNE) initiative in Manitoba, examining how well it realized its expected benefits and how the initiative could be improved.
From primary care to homecare to community mental health, our team has evaluated numerous community health services. Recent examples include Shared Health’s provincial primary care health teams (My Health Teams) and a WRHA mental health supported housing initiative. We also work with not-for-profit organizations that deliver community healthcare services!
Using methods that align with the values, culture, and traditions of Indigenous partners, we have supported evaluations of Indigenous-led initiatives with Indigenous community health organizations in Winnipeg and northern partners including a prenatal care service in a First Nations community and Northern Health Region’s Addressing Indigenous Specific Racism Policy.
Under our leadership, a provincial Patient-Reported Measurement Strategy is being rolled out across Manitoba. It is a framework and recommendations to guide the collection and use of patient-reported measures across our province.
We have advised Shared Health programs on sustainable budgeting for ongoing provincial advisory groups, governance committees, and strategic initiatives. We also collaborate with regional health authorities to develop a standardized and accessible repository of tools for province-wide use.
